What Does a Massachusetts License to Carry Allow?
A Massachusetts LTC provides significantly more privileges than a Firearms Identification (FID) Card.
With a valid LTC, qualified individuals may legally:
- Purchase firearms
- Own firearms
- Borrow firearms
- Lease or rent firearms
- Carry firearms where permitted by law
- Purchase ammunition
- Possess large-capacity firearms that are lawful under Massachusetts law
However, an LTC does not automatically authorize possession or transfer of large-capacity magazines or assault-style firearms. Those firearms and feeding devices remain subject to additional restrictions under Massachusetts law.
You Must Complete a Certified Firearms Safety Course
Before applying for an LTC, applicants must successfully complete a Massachusetts Basic Firearms Safety Course taught by a state-certified instructor.
The certificate from this course must be submitted with your application.

An LTC Also Covers Standard Rifles and Shotguns
An LTC also grants the same privileges as a Massachusetts FID card for ownership of most non-large-capacity rifles and shotguns.
For many firearm owners, obtaining an LTC provides broader firearm ownership rights than possessing only an FID card.
Who Can Apply?
Generally, applicants must:
- Be at least 21 years old
- Be a lawful Massachusetts resident
- Apply through the local licensing authority (Police Dept) where they reside
- Pass all required state background checks
- Not be prohibited from possessing firearms under state or federal law
- Not be determined unsuitable under Massachusetts law
For first-time applicants, Massachusetts law also requires a personal interview with the licensing authority.
How Long Is an LTC Valid?
A Massachusetts License to Carry remains valid for:
- Up to six years
- It expires on your birthday between five and six years after issuance
For individuals born on February 29, the license expires on March 1.
It is important to renew before expiration to avoid interruptions in your licensing status.
Reporting a Change of Address
Massachusetts law requires every LTC holder to notify the Commonwealth after moving.
A change of address must be submitted through the state’s Electronic Firearms Registration System (EFRS) within 30 days.
Failure to update your address can result in suspension or revocation of your license.
